PANJIM: Announcing March 31, 2018 as the cut-off day for depositing money towards processing applications for regularisation of illegal houses, Chief Minister Manohar Parrikar on Wednesday said that guidelines to legalise structures on comunidade and government land would be issued in the coming financial year.
Addressing media persons post the cabinet meeting, Parrikar said there are several applicants who have not paid the processing fee of Rs 10,000 and hence March 31 has been set as the deadline for payment. “After March 31, we are not going to grant any exemption or extension,” he said. “Only those applications, whose payments are paid before March 31, will be considered for regularisation process,” he added.
Pointing that many applicants have applied for regularising their houses on comunidade land, the Chief Minister said that in the first phase the government will consider only those houses which are built in one’s own property, but have no documents like NOC from panchayat or Town and Country Planning.
He added that Revenue Department has received around 5000-6000 applications for regularisation.
In 2016, the Legislative Assembly had passed the Goa Regularisation of Unauthorised Construction Bill, under which only ‘genuine’ structures existing before February 28, 2014 would be considered for regularisation.
Regularisation of residential or commercial unauthorised construction in one’s own property, or carried out by a co-owner with written consent of other owners in a joint property, or dwelling houses by mundkar, construction on institutional land with proper consent, are being considered.
Constructions falling within protected forests, wildlife sanctuaries, no development zone, open spaces, public land, eco-sensitive zone, coastal regulation zone and khazan lands are not being entertained.
