PANJIM: Tribal Welfare Minister Govind Gaude has blamed delay in issuance of sanads to ”egoists” government officers and lack of knowledge of Forest Dwellers Act among the officers.
“Coordination and Co-operation is very important but this is lacking in government officers. They are not aware of the law. Also, there was ego (problem) within officers which has in turn troubled common man,” the minister said responding to a media question on sanads.
He said that he has also asked the officers to sort out their differences before him in order to ensure smooth functioning.
The minister, in 2017, had promised that claims under the scheduled tribes and other traditional forest dwellers (recognition of forest rights) Act 2006 will be disposed by December 2017. The government had also begun collecting information in this regard.
He informed that the department has received over 10,000 applications mainly from Canacona, Quepem and Sanguem.
However, various other factors such as rejection of Google survey by Forest Department has delayed the project. With six years already wasted, the minister said the departments concerned have already begun with physical re-survey of the claimants.
Ninety sanads will be issued after code of conduct, the minister said.

We will make up for the loss in 2 yrs, says Minister
PANJIM: Conceding that the State has suffered one year’s gap on certain issues owing to ex-Chief Minister Manohar Parrikar’s health, Minister Govind Gaude has asserted that the coalition government would soon cover up for the loss in the coming two years.
“In the last one year, there were some problems, some issues,” he told reporters on the sidelines of a press conference at Kala Academy on Tuesday, as he hinted at Parrikar’s illness for the slow-paced work in the State. “We are one year behind but we are a government to give good governance to the people. We are determined to cover up for the losses in the next two years.”
On the distribution of the portfolios, Gaude said that cabinet ministers are expecting additional portfolios from Chief Minister Pramod Sawant. “We are expecting one more portfolio from the CM,” he said adding he will not demand any specific portfolio from the CM as it is the latter’s discretion “to decide based on my merits.”
The dramatic swearing-in of the ministers was held during the wee hours of Tuesday, over a day after Parrikar’s death on Sunday evening. While the new CM retained the former CM’s portfolios, the ministers too were given the same portfolios.
Commenting on the debate surrounding the candidate for the Shiroda by-poll, Gaude said he would support any candidate fielded by the BJP.
