This is one council which is expected to be led by the people. This is significant as the old council has to face a lot of flak from civic society who made it a point to attend their last few council meetings. The key takeaways from these council meetings was that the past council failed to move forward on various development proposals as they were found to be embroiled in controversy after each and every of the 50 plus tenders bypassed the e tender process and is currently under investigation by the district municipal administration.
Against that background, the citizen’s charter that was drafted by a civic group called Goa with Love and then passed at the public meeting, was meant to serve as a blueprint for the new council. The citizen charter of demands was divided into two lists, one that where the council’s will to complete jobs that do not feed funds will be tested whereas the second list consisted of jobs that need funds.
