A First Information Report (FIR) was registered against Pal and his wife Putul following a complaint filed by Advocate Aires Rodrigues on September 1, 2008. In his complaint, the advocate stated that Rs 147 was being paid illegally per day to Putul Pal and the FIR was thus registered under Sections 420, 406, 468, 120 (B) and Section 34 of the Indian Penal Code for conspiring to dishonestly misappropriating money and cheating the Corporation of the City of Panaji (CCP).
The amount that was being paid as daily wage sweeper was under a fake name of Rakeshwari Hannur while the cashier at CCP handed the money over to Putul after obtaining her thumb impression, Rodrigues had said in his complaint.
In another complaint filed at the Porvorim Police Station the same month, Rodrigues had also alleged that Pal and his wife were fraudulently drawing a salary from the Secretariat fund under the a “non-existent Non Muster Roll (NMR) worker in the fake name of Mayarani Sharma,” he said.
With the recent development of the case being moved to the JMFC, Rodrigues said, “When the closure report filed by the police comes up for hearing before the JMFC I will strongly oppose the closing of the case and seek that the police be directed to complete the investigation and charge sheet RP Pal and his wife Putul for having defrauded the State exchequer.”
