Promotion of two Margao civic workers stayed

MARGAO: In an interesting development, the Director of Municipal Administration (DMA) has directed the Margao Municipal Chief Officer to keep in abeyance the promotion of two employees as UDCs pending inquiry into the recommendations of the Departmental Promotion Committee (DPC).

MARGAO: In an interesting development, the Director of Municipal Administration (DMA) has directed the Margao Municipal Chief Officer to keep in abeyance the promotion of two employees as UDCs pending inquiry into the recommendations of the Departmental Promotion Committee (DPC).
The DMA’s direction assumes significance and comes against the backdrop of a representation made by the Goa Municipal Employees Association on behalf of the aggrieved employees. The Association had lodged its protest over what it termed as illegal promotion of a clerical employee by bypassing the well-established and settled precedent in respect of promotion to clerical employees on the basis of seniority.
Referring to the recent promotions given to two clerical staff, wherein the cases of some employees were not considered because of their CRs, the Association said it is a well settled law that if any adverse entry is made in the CR of any employee, the same should be communicated to the employee concerned in writing so as to afford an opportunity to the employee to represent against any remark in the CR. 
“However, in the case of the four employees, who were overlooked for promotions, they have not been issued any letter, memo or any other communication, which rules of principal of natural justice require”, Association general secretary Anil Shirodkar had stated in his letter to the Director of Municipal Administration.
