“The village panchayat only issues them NOCs based on the letter from the Excise Department for commercial activities till 11 pm. The commercial establishments were given further extensions in timing – from 11 pm to 4 am, by the government authorities without even taking the local bodies into confidence or seeking NOCs, etc. So how can the panchayat be blamed for the illegal dance bars in its jurisdiction when no permission has been given for the same?” said Sequeira.

CALANGUTE: Defacto Sarpanch Joseph Sequeira stated that the Calangute panchayat had not given anyone permission for setting up dance bars, and that the commercial establishments had licenses to function only as bars and restaurants.
