Tamboxem-Mopa-Uguem is a rural Panchayat falling under Pernem Constituency. The Panchayat comprises of seven wards, two of Mopa village, two of Tamboxem village and three of Uguem.
In 2012 polls, the elected members were Vinayak Kashinath Mahale, Rupesh Mukund Parab, Sonakshi Vinod Asolkar, Anil Achyut Dhuri, Chandrakant Ladu Mahale, Ashok Anand Parab and co-opted member Gopal K Arolkar.
Vinayak Kashinath Mahale was chosen as Sarpanch after the election and stayed on the post till August 1, 2016, when he was then voted out in confidence motion. Thereafter, Rupesh Mukund Parab was elected sarpanch and remains so till now.
Sonakshi Vinod Asolkar has been the deputy sarpanch for the entire five-year term.
The financial status of the Panchayat is very weak since it has a single source of revenue, namely, house tax. The panchayat has rented out its premise to Central Bank of India and Sub-Health centre for a meager sum. The sub-health centre pays Rs 2,000 per month as rent, while Central Bank of India pays Rs 1,058 per month.
The annual house tax collection is Rs 26,000 from which around Rs 3000 are due for current financial year.
Panchayat had first appointed three labourers for door-to-door dry garbage collection but due to lack of revenue, now the Panchayat have only one labourer, who collects garbage every alternate day in each village.
The panchayat had received funds under grant-in-aid scheme for four years excluding the 2014-15 year. For the year 2012-13, the amount received was Rs 19,87,901, for 2013-14 Rs 20,01,665, for 2015-16 Rs 38,26,171 and for 2016-17 it is Rs 39,73,127.
These funds are mostly utilized for development works such as repairs, construction of footpaths, drainages, gutters and retaining walls.
Other than grant-in-aid, the panchayat also received Rs 1 lakh under garbage scheme; the panchayat is constructing a mini-hall from the fund received under Golden Jubilee scheme.
The panchayat also has received Rs 2 cores though GSIDC, which it wants to utilize for building a sports stadium along with a mini halls and shops on area of 15,000 sq mt.
The panchayat has been conducting ordinary and special gram sabhas regularly; but attendance at those meetings has always been poor as only 20-25 people attend the same.
Water shortage is a major problem in the village.
