Siolim created the first threat in the 22nd minute through Sahil Pomburpekar’s powerful shot but Milagres custodian Clinton D’Souza pulled off a superb save.
Two minutes later, Milagres surged ahead through Edwin Viegas’ strike off an assist by Shailesh Misqui, 1-0.
Post resumption, Siolim played attackingly and the equalizer came in the 65th minute through a brilliant long drive from Arnold Fernandes.
In the ensuing penalty shoot-out, Siolim proved to be better shooters, winning 4-3.
