PORVORIM: A Panjim-based lawyer has petitioned the Mapusa Judicial Magistrate First Class (JMFC) to direct the Porvorim Police to register an FIR against Tourism Minister Dilip Parulekar and two others in connection with a plot of land along the CHOGM road at Porvorim.
In his petition, the lawyer has accused Parulekar of illegally grabbing 599 sq mtrs of prime land, but stated that the Porvorim police was yet to register the FIR against the minister even though a complaint had been filed on November 8.
In his petition, the lawyer has demanded that an FIR under Sections 119, 120, 420 read with 120-B of Indian Penal Code be registered against Parulekar, the attorney of Serula Comunidade and former administrator of Comunidade (Bardez) Irene Sequeira.
The lawyer contended that Parulekar, Martins and Sequeira by their acts of omission and commission and by acting in criminal conspiracy had caused immense loss to the Serula Comunidade by defrauding prime land at a throwaway price to the detriment of the Comunidade.
He lawyer argued that the Serula Comunidade granted the land to Parulekar on receipt of a mere Rs 3,41,320, though the value of land was more than Rs 1 crore.
Alleging that land given to Parulekar was without any auction and without following procedures under the Code of Comunidades, the lawyer also claimed that the whole intention was to fraudulently facilitate the doling out of prime comunidade land to Parulekar.
When contacted, Porvorim Police stated that they have received a notice from the JMFC, directing them to file a reply in the matter by December 20.
Meanwhile, the Bombay High Court at Goa will hear a Public Interest Litigation petition filed by the same lawyer on December 16, demanding that the 599 sq mtrs of land grabbed by Parulekar be reverted to the Serula Comunidade. The High Court has already issued a notice to Parulekar and the Comunidade of Serula, besides the State, in this connection.
When contacted, Parulekar said he was busy at a meeting and could not offer any comments in the matter.
