The Government Primary School at Sal Rehabilitation in the Bicholim constituency has been operating from rented premises for the past four years, with construction of its new building yet to begin despite the demolition of the old structure.
The students were shifted to a rented building to facilitate the construction of a new school. However, four years later, work on the project has not commenced, with locals claiming that not a single stone has been laid at the site.

The prolonged delay has reportedly led to a steady decline in student enrolment over the past three years. Residents said several parents have opted to admit their children to other schools, despite the convenience of the nearby government school, citing the lack of adequate facilities at the rented premises.
Social activist Meghsham Raut visited the site to inspect the progress and claimed that there was no sign of construction activity.
Criticising the delay, Raut alleged that the local MLA, Chandrakant Shetye, had failed to ensure timely execution of the project. He urged the authorities to immediately begin construction of the new school building, stressing that further delays could adversely affect students and their education.
