He replaces Sharat Chauhan who was relieved from the Goa administration earlier this month to take up an assignment with the World Health Organization in New Delhi.
Hawaldar will also hold the post of secretary, planning and statistics. Hawaldar was special secretary to former Chief Minister Pratapsingh Rane and has served Goan bureaucracy for over 22 years as director of Employment, Civil Supplies, Transport and Municipal Administration. He was also the South Goa Collector for a short period. He was then transferred to Arunachal Pradesh in June 2012.
The IAS officer had joined the Goa civil service cadre in 1988, after serving two years with the Maharashtra cadre.
The posting comes at a time when Chief Minister Laxmikant Parsekar and the Finance department have begun the process of drafting the State Budget 2016-17, which will be tabled next month.
The Finance Secretary (Budget) post is currently with IAS officer Ameya Abhyankar while Michael D’Souza is Additional Secretary Finance.
The Finance Secretary position was initially held by the Chief Secretary until Sharat Chauhan took over last year.
