Cattle strophic problem

Cattle are frequently seen aimlessly loitering and disrupting traffic on the busy Baga road near Windsor Bay Hotel in Calangute.

The Panchayat has allocated space and resources to house stray cattle. The cattle owners, I’m sure, have sufficient space to house the cattle and feed them. Why is it then the cattle are allowed to roam free on a busy street disrupting traffic, creating a mess with the dung strewn on the streets where the rain water will carry the dung all over.
If the owners of the cattle cannot house the cattle on their own property the cattle should be confiscated and given to needy people. In addition, the owners need to be held responsible for cleaning the mess caused by the stray cattle.
It’s time we go all out to put a stop to public space being used for private property! What is the panchayat doing? Where is the representative who had been elected? Where are the traffic police who harass motorists for aimless reasons? Or perhaps the owners of the cattle have sufficient clout to prevent any action being taken.
