Rights Commission (GHRC) on Wednesday directed Director General of Police
Muktesh Chander to file an independent reply into a complaint by a retired Goan
NRI who was dispossessed of his house in Siolim by a Mumbai based gang, by
June 3.
The GHRC
directions to the DGP came after lawyer-activist Aires Rodrigues submitted that
the former is an independent authority having a supervisory role over the
subordinate officers and had to thus file an independent reply. The DGP had
earlier sought to adopt the reply filed by the North Goa Police.

Francis de
Souza (73), represented by Adv Rodrigues, alleged that the police were dragging
their feet in taking action against the accused and restoring back his house.
As per the details, de Souza by a sale deed in March 2011 bought an old
house located at Gaunsawado, Siolim and made necessary repairs to reside
there.
“Reggie Fernandes
from Mumbai along with his other goondas on various occasions physically
threatened and coerced him with dire consequences if did not vacate the
house. Police failed to act in upholding the law and protecting his life
and liberty,” the advocate said quoting the complainant.
He has sought
that police be directed to explain as to how they have been abdicating in their
duty and acting contrary to law, thereby infringing upon the fundamental
rights.
