PANJIM: The Goa Pradesh Congress Committee (GPCC) delegation on Monday gheraoed Officer on Special Duty (OSD) to Investment Promotion Board (IPB) Tulsidas Pai to know whether Chief Minister Manohar Parrikar chaired the board meeting via video conference and if so to produce proof.
The delegation led by spokesperson Amarnath Panjikar slammed OSD for misleading the public and holding illegal meetings in absence of the chairman, whose presence and approval is mandatory as per the Act. Pai, however, preferred to remain silent spectator, wherein he refused to clarify whether Chief Minister chaired the meeting via video conference or not.
The IPB meet held on October 17, wherein around Rs 700 crore proposals were approved, was apparently chaired by CM through video conference, as claimed by the Board officials. The last meeting of the Board was held on July 28, which was chaired by Parrikar.
Parrikar, who is currently recuperating at his private residence at Dona Paula, is been ailing since February and since then has attended only two Board meetings held in June and July.
GPCC delegation pointed out that as per IPB Act section 4, it is mandatory that the Chairman chairs the meeting and grants approval to the project. The delegation alleged that the meeting was illegal and the decisions taken should be withdrawn.
