PANJIM: In a major decision, the Goa State Pollution Control Board (GSPCB) has resolved not to allow their staffers to be deployed in any other government departments or tasks other than related to the Board including election duty.
The decision comes at a time, when the State machinery is gearing up for March 15 Zilla Panchayat elections across Goa.
The Board in its meeting held last month, has decided to convey their decision to the government to delete the clause ‘The State Government reserves the right to utilize the services of any or all the officer/officials of the GSPCB for its activities and any other task assigned from time to time”, from the notification issued on August 10, 2011.
The decision was initially taken during 138th Special meeting on March 29, 2019. The same was taken for consideration, again during its meeting last month.
“It was decided that the officials of the Board are trained in their respective fields and it is not possible to depute the staff of the Board to other government departments. It is decided that henceforth no staff of the Board other than those already deputed in addition to their own work is GSPCB should be deputed to any other department or for election related works,” the minutes of the meeting mentioned.
Sources informed that it becomes difficult for the Board to cope in the absence of qualified staff from the particular section, if the same is deputed on election duty or given additional charge.
“We train our staff in the particular filed, and it has so happened that after being trained, they are deputed to additional duty. In such situations, we become helpless,” sources said.
In another decision, despite the government renewing the service of contractual staff by a year, the Board was of the opinion that there is no government circular to absorb the contract staff. “Also, it was observed that they were not in continuous service, it is advisable to follow proper procedure to fill up the posts which are vacant depending upon the need,” the Board resolved.
