The report on making helmets compulsory for both rider and pillion rider on highways as well as village roads is indeed welcome news but should not be used by helmet manufacturers and a few unscrupulous elements at the RTO for personal gain at the expense of the riders.
I would therefore request the government to come out with affordable helmets procured at bulk rates and make available to the public at regulated outlets for sale so that no one takes undue advantage of the consumer.
