Plan to increase fishing ban by 75 days, implementation of minimum employment scheme by October end and dropping of Sports city at Dhargal are the major highlights of the ATR.
The report mentions that 59 percent of the budgetary promises made, have been executed by the government, while 32 percent of
the projects as per the budgetary promises are under execution and most of them would be completed during the current financial year. It also says that 4% of the promises had to be dropped since some development has made them redundant. Only five percent of the proposals could not be executed due to various reasons, some of which are beyond the control of the government,” Parrikar claimed in his ATR . The Chief Minister said that he was of the opinion that every Goan has a right to understand and be aware of the progress made
by the government while fulfilling the commitments made in the Budget. “In spite of financial turbulence, mainly resulting from non operation of mines, thereby leading to a cash constraint, government has taken steps to ensure that development does not suffer,” he said. In some of the major highlights of the ATR, the government has submitted a proposal to the Union government to increase the ban
on fishing from 61 days to 75 days, as promised in the budget speech. It has also announced to implement the scheme to provide stipend for self employed youth (minimum employment scheme) by Oct 31.“The scheme is under finalization,” Parrikar said. The chief minister also declared that the proposed sports city at Dhargal on PPP basis has been dropped due to change proposed in the use of acquired land. Government is also in the process of finalizing development of Oceanarium and convention centre on PPP mode.
