PANJIM: Former principal of the Goa College of Home Science has asserted that she has been appointed as per the recruitment rules of the Government of Goa, (not UGC rules).
Reacting to the Herald report on June 18, titled visiting lecturer to head Home Science College, Shinkre claimed that a petition filed in the High Court against her appointment was dismissed at the admission stage. “My appointment was challenged in the High Court saying that I was not eligible to be made principal. That petition was summarily rejected at that stage itself and that the incumbent has acquired a teaching experience,” she said.
According to her the statute SA-19 (vii), which mandated that a teacher require ten years of full time teaching experience was applicable to non-Government aided colleges. “The Goa University stating that I did not have the required experience and quoting statute SA-19(vii) is not applicable,” she argued.
She further clarified that she had not give up under pressure to seek voluntary retirement but that she left for better prospects and had initially sought long leave, to go on private service, which was denied to her, failing which she had to apply for voluntary retirement.
During her term as principal, she claims that the college reached new heights on the fronts of curricular, co-curricular and extracurricular activities, countering the allegation that the college deteriorated during her term and instead claimed that such allegations were “made with vested interests, were factually incorrect.”
