ZUARI RIVERBANK ‘LAND SCAM’ UNDER LOKAYUKTA SCANNER

The Goa Lokayukta has issued notic es to the Curchorem-Cacora Municipal Council (CCMC) and Goa Coastal Zone Man agement Authority (GCZ MA) in connection with a complaint alleging illegal construction, encroach ment on government land, use of duplicate or altered records, and adminis trative inaction linked to Survey No. 46/0 at Cur chorem-Cacora. The complaint was filed by Curchorem resident Su shant S Vast before the Goa Lokayukta under the Goa Lokayukta Act, 2011. Ac cording to the complaint, a private company allegedly carried out construction activities on land partly owned by the government without obtaining prop er permissions under the Goa Municipalities Act. The complaint further alleged that during proceedings before the municipality, a duplicate revised sketch bearing the same GCZMA reference number, seal and date was inserted into offi cial records. As per the proceedings dated May 8, 2026, Goa Lokayukta Justice (Retd) Sandeep K Shinde heard the complainant in person and directed the Chief Of ficer of Curchorem-Cacora Municipal Council to de pute a responsible officer along with the relevant files concerning notices issued to the company and the or ders passed in the matter. Notices have been made re turnable on June 12, 2026. The Lokayukta proceed ings also recorded allega tions that the municipal judgment dated November 18, 2024, dismissing the complaint may have been “actuated by personal in terest.” The complaint al leged mismatches between sale deed maps, GCZMA records, municipal records and the present site con dition, raising concerns of possible document manip ulation and encroachment on government land along the Zuari riverbank. “I have approached the Lokayukta seeking a fair and independent inquiry into the entire matter. There are serious ques tions regarding duplicate records, encroachment on government land and the manner in which the com plaint was handled. I be lieve the truth should come before the people and ac countability must be fixed if any forgery or irregular ity is established,” said Su shant Vast. Reacting to the develop ment, social activist Aditya Dessai said, “The allega tions raised in this matter are extremely serious as they involve possible ma nipulation of official re cords and environmental concerns along the Zuari River. Authorities must ensure complete transpar ency in the investigation and strict action should be taken against anyone found guilty of misuse of power or forgery of documents.” The matter will next come up before the Goa Lokayukta on June 12, 2026. “Lokayukta order to de pute a responsible officer after hearing the allegation and this will give right in formation on allegation made by the complaint and who is right and who is wrong it will come in front of public. And will found doing forgery guilty then must take strict action,” said Dattaraj Desai.
