The Goa Cabinet, chaired by Chief Minister Dr. Pramod Sawant, has decided to transfer the subject related to Economically Weaker Sections (EWS) recruitment from the Directorate of Social Welfare to the Personnel Department.
Administrative Rationale
The move aligns EWS recruitment oversight with the department that coordinates personnel matters—including recruitment, training, career development, and staff welfare—for the state government. Nationally, EWS reservation in direct recruitment to civil posts and services is governed by Department of Personnel and Training (DoPT) guidelines issued under the Constitution (103rd Amendment) Act, 2019, which provides 10% reservation for EWS candidates not covered under existing SC/ST/OBC quotas.
Implementation Framework
Under central guidelines, every government establishment must maintain a post-based reservation roster that interpolates EWS quota with SC, ST, and OBC categories for direct recruitment. If an EWS-marked vacancy remains unfilled in a recruitment year due to non-availability of a suitable candidate, it is not carried forward as backlog to the next year, though a further attempt within the same year is encouraged.
