The Goa Human Rights Commission (GHRC) has raised serious concerns over safety risks, deteriorating infrastructure and administrative delays at Apna Ghar, the state-run rehabilitation home for children at Merces.

Following a surprise inspection conducted on August 3, 2026, the Commission issued a detailed report highlighting several deficiencies at the facility. These reportedly include structural damage, non-functional security systems and delays in carrying out essential repairs.
The report also pointed to operational bottlenecks and bureaucratic inaction affecting the institution’s functioning. Damaged roofs and faulty CCTV cameras were among the concerns identified during the inspection.
The GHRC has directed the Directorate of Women and Child Development to submit an Action Taken Report within 60 days, setting October 6, 2026, as the deadline.
The Commission’s findings have placed renewed focus on the need to ensure safe living conditions, effective security arrangements and timely maintenance at residential facilities housing children in need of care and rehabilitation.
