The National Fishworkers Forum (NFF) has strongly opposed the proposed Foreign Contribution (Regulation) Amendment Bill, 2026, describing it as a draconian measure that could threaten civil society organisations, religious institutions and people’s movements.
The NFF warned that stricter provisions under the Foreign Contribution (Regulation) Act (FCRA) could create fear among organisations working with fishers, farmers and vulnerable communities, particularly those raising concerns against policies and projects they consider harmful.

NFF General Secretary Olencio Simoes said democracy cannot survive when organisations and individuals defending people’s rights are silenced.
The forum has called for the proposed legislation to be withdrawn or substantially reconsidered and demanded wider consultations with civil society and other stakeholders before any changes are introduced.
The NFF also sought an independent review mechanism for FCRA registration cancellations and safeguards to ensure that the regulatory framework is used for financial accountability and national security rather than political retaliation or suppression of dissent.
The forum maintained that any changes to the FCRA framework should protect legitimate civil society activity while addressing genuine concerns relating to financial transparency and national security.
