The Council for Social Justice and Peace (CSJP) and the Catholic Association of Goa (CAG) have submitted a memorandum to Congress president Mallikarjun Kharge, expressing concerns over the proposed Foreign Contribution (Regulation) Act (FCRA) Amendment Bill, 2026.
The organisations warned that the proposed legislation could have significant implications for minority-run institutions and organisations involved in providing essential services to economically disadvantaged sections of society.
In their memorandum, CSJP and CAG urged the Congress leadership to carefully examine the potential impact of the proposed amendments, particularly on institutions and social organisations that depend on legitimate foreign contributions to support welfare and community-oriented programmes.
The groups also called upon the Congress to take a strong position on issues that could affect the functioning of minority institutions and organisations serving vulnerable communities.
Ahead of the 2027 Goa Assembly elections, the Catholic Association of Goa further urged the Congress to give greater representation to young and clean candidates. The association stressed the need for candidates with a credible public image, integrity and a commitment to public service.
The appeal comes as political parties prepare for the upcoming Goa polls, with the selection of candidates expected to play a crucial role in shaping the electoral contest.
The CSJP and CAG memorandum thus combines concerns over the proposed FCRA amendments with a broader appeal for political renewal and credible leadership in Goa ahead of the 2027 elections.
