Is racing allowed on our roads?

I hope the Assolna-Cavelossim bridge is been built for the convenience of the general public and not to harm innocent lives. I am sure that the bridge is definitely not built for car racing. The loss of innocent  youth, Amit Lotlikar due to cheap thrills by some senseless youth sent shocking waves across AVCC. There are loads of ugly activities going on the said bridge since it was thrown open for general traffic, like drinking alcohol, throwing empty beer bottles all over, youngsters having oral sex and the list goes on, of which I am not concerned but any ugly activity causing loss or any harm to human life is a matter of great concern.
A qualified youth holding a high post in one of the hotel’s in Cavelossim lost his precious life for no fault of his. The entire family miserably suffered and still suffering due to the loss of this young life in Amit just because some youth wanted to have fun in doing car racing on the bridge. The bridge is definitely not built for car racing, the incident is not an ordinary accident but it is the incident of killing of a young precious life. The killers should be charged accordingly. The loss is unbearable but no other rider or the driver should dare in future to commit such a murderous act.
Will the culprits be booked accordingly or it will just another accidental case of arrest and released on bail? May the young soul of Amit rest in peace.
