Goa is stinking with filth and garbage being strewn all over the fields and open areas. Every government spends huge amounts on their ministers, bureaucrats on foreign study tours for garbage management, but has failed to commence a single fully operational garbage treatment plant in Goa.
Some municipalities along with some panchayats boost of their individual garbage treatment plants. My visit to Cuncolim garbage treatment plant proves the insanity of garbage handlin . Garbage treatment is failure in Goa due to our political system. Goa has numerous educationist who can treat garbage scientifically and biologically, but such educated class will never bend in front of uneducated municipal councilors and local MLAs. Garbage has to be segregated at source, wet garbage, recyclables and non-recyclables. Wet garbage can be treated in their individual houses and housing colonies. The local councils can also make arrangement for large containers installed with macerators/garbage communicators and scientific dosing units to collect wet garbage from hotels and other establishments and charge fees accordingly. This will also produce quality of manure which can be sold to local market. Plastics, paper, metals can be sent for recycling in respective industry. There always remain part of mixed waste.
Our ministers should be well aware and should have noticed it during their visits in Germany. Regret that they have not understood the process. This garbage can be handled in large German or Norway built Incinerators with high temperatures above 1200 deg centigrade where the gases like carbon monoxide released in controlled limits. Such incinerators can also handle plastics but more preferred is to send it to cement or other industries.
A law should come from town planning department as compulsory handling of construction waste. All are aware that glass can be melted at high temperatures and hence can be recycled. But our elected municipal chairperson or sarpanch are busy to meet the monthly commitments or package for other councilors or panchas to keep support to hold on to the chair. This is common reason why our chairperson or sarpanchas change very often if they fail on the monthly installments to other members. This is the main reason where Goa has stayed behind in garbage treatments.
If such failures continue, a day is not far where Goa is going to be garbage yard.
