MARGAO: Salcete Block Development Officer, Uday Prabhudesai has issued a memorandum to the village panchayat of Aquem-Baixo on a complaint filed by ex-sarpanch Inacio Dias.
In his complaint, Inacio alleged that the sarpanch Deepa D Naik had signed a provisional No Objection Certificate despite the fact that she was on leave between September 21, 2012 to October 10, 2012. RTI information obtained by Inacio revealed that Deputy Sarpanch Steven Vaz took charge of the panchayat from September 21 to October 10, 2012. He demanded to know how Deepa signed the No Objection Certificate when she was on leave and the charge was with her deputy Steven.
Claiming that the secretary has issued a receipt for the No Objection Certificate on the same day, Inacio said this only goes to prove that he is also involved in the illegality and hence petitioned to the BDO for strict action against the sarpanch and secretary.
When contacted, Deepa has denied any malafide intention in signing the provisional No Objection Certificate. “The application for No Objection Certificate was pending on my table. After I resumed office, I signed the No Objection Certificate. But, since the matter was brought to the notice of the body, the body has rectified the mistake with a decision”, she added.
The Salcete BDO has given three days time for the panchayat secretary to submit the report.
