PANJIM, AUG 4 Getting permission to build a house will not be a tedious process in the future. In a bid to provide relief to the common man, the Town and Country Planning Department (TCP) has taken up the issue of simplifying the procedure to construct a single family dwelling unit in plot of upto 500 sq mts in non-PDA areas.

Getting permission to build a house will not be a tedious process in the future. In a bid to provide relief to the common man, the Town and Country Planning Department (TCP) has taken up the issue of simplifying the procedure to construct a single family dwelling unit in plot of upto 500 sq mts in non-PDA areas. This is to be incorporated in the regulations being framed under the Goa (Regulation of the Land Development Building Construction) Act, 2008.
“As per the proposed procedure a registered notary architect will certify that construction proposal is as per regulation”, Chief Minister Digambar Kamat told the Assembly on Wednesday.
Opposition members had demanded that the approval procedure be simplified as illegal constructions were on the rise for want of clarity in building rules.
Panchayat Minister Babu Azgaonkar in his written reply to a question tabled by Mandrem MLA, Laxmikant Parsekar told the House that 2557 complaints of illegal constructions were registered.
Parsekar said it is virtually difficult to build a house legally due to complications and demanded that rules have to be simplified to provide relief to the common man who is most affected.
The Panchayat minister told the House that panchayats are empowered to take action against illegal constructions under Section 66 (3) and 66 (4) of the Goa Panchayat Raj Act, 1994 upon a written complaint.
Parsekar said it is unlikely that a sarpanch will go against his voters and the only solution is “simplified procedure” for obtaining approval.
Stating that 90 per cent of the constructions in his constituency were illegal, Parsekar urged the Government to legalise these constructions.
Endorsing the statement of Parsekar, Opposition leader Manohar Parrikar offered to help the panchatyat minister in this endeavour. However, Opposition members clarified that only illegal constructions having basic clearances and not built on disputed land, should be legalised.
