CAG claims 93 institutes in Goa have not submitted annual accounts

Institutions say they submit annual accounts to respective Directorates

MARGAO: The CAG, in its report, pointed out that 93 institutions who had received grants of Rs 118.43 Crores  have not submitted their annual accounts. A total of 344 annual accounts which are due up to 2015-16 had not been received by the Office of Accountant General of Goa as of June 2017. The major defaulters were education institutions who receive government grants for salaries, maintenance etc.
According to the report, 20 grantees have not submitted their accounts from the last 7-11 years, while 72 grantees have delayed by up to 3 years. The institute that tops the list in terms of grants not accounted is St Xaviers College, Mapusa has not submitted their accounts of Rs 12.83 Crores followed by Parvatibai Chowguel College with Rs 9.69 Crores and PES College, Ponda with 8.81 Crores. Eight schools have not submitted their accounts since 2005-06.
Interestingly, the institutes claim that they submit their accounts annually to the Directorate of Education and Higher Education. Herald spoke to the Accounts Officer of the DHE who confirmed that the colleges submit their annual audited accounts to the DHE. However, he also stated that the DHE does not submit the reports to the Accountant General since the colleges are supposed to do it. The Principal of Pillar College informed Herald that they submit the accounts to DHE but was not aware that the accounts had to be submitted to the Accountant General.
