MARGAO: The Carmona Panchayat at a marathon meeting on Tuesday decided to seek the legal opinion of Adv Ryan Menezes on the inspection report of the Rajehas project in the village.
The panchayat also has decided to seek a second opinion from another advocate with Adv Rousseau Rodrigues’ name being mentioned.
However, this decision did not find favour with some of the villagers who were present for the meeting with one of them stating that it was nothing but a delaying tactic and further wondering why only two opinions, the panchayat could as well ask for more.
All the seven panchayat members discussed the matter at length and various matters including lapses and mistakes by the deputy sarpanch when she was the acting sarpanch, were discussed and at the end of it was decided to seek a legal opinion and thereafter decide what should be done.
Sarpanch Winston Dias told media persons that two orders passed by the High Court in the public interest litigation, was the cause of the problem, as the orders appeared to be giving Rahejas the permission to go ahead with the work subject to the final decision on the matter.
The panchayat body also discussed the issue of Verda hotel in the village against whom the villagers had lodged serious complaints including noise pollution and indecent behaviour by guests who roam around in the innerwear and urinate in the open.
It was decided to summon the hotel management to the panchayat and discuss the matter thoroughly with them.

“Let us try and solve this matter amicably,” was the refrain even though one member had suggested that a copy of the complaint from the locals be forwarded to the deputy collector.
The panchayat also resolved to seek the opinion of the BDO/Director of Panchayats on reconstituting the Village Development Committee which according to Allwyn Jorge was constituted without following proper procedure.
He pointed out that only three members were present for the gram sabha when the committee was constituted and that he had written to the panchayat asking to postpone the meeting as the required four-day notice of the extraordinary gram sabha was not given.
“There was no notice published in the papers as is mandated and a public announcement was made only at the church on the day of the meeting,” he said tabling the motion to seek the BDO or Director of Panchayat’s opinion as the panchayat body cannot change a gram sabha resolution.
While these matters of interest to the public were discussed in the morning where there was quite a number of villagers present listening to the deliberations, the meeting was adjourned at 1 pm to reconvene at 3 pm where routine matters like various applications received by the panchayat were discussed.

VASCO: Two persons were killed in a suspected hit and run case reported at Verna IDC.
According to Maina Curtorim police, a complaint was lodged before them by one Kamla Hazta (50), a native of West Bengal and presently residing at IDC Verna, that in between 8.30 pm on Monday to 6.30 am on Tuesday, unknown driver while taking reverse opposite Om Logistic Limited dashed his vehicle against two persons including Sumanto Hazta (22) and Shivnath Hazta (20) causing their death on the spot.
The unknown driver fled away from the spot without providing medical aid to the deceased persons and without informing police.
“We have registered the case as hit and run case against unknown persons under Section 297, 304-A of IPC and section 134 A and B of MV act. Post mortem examinations of both the victims were held on Tuesday and doctors in their report have certified that the cause of death was due to blunt force impact (vehicular accident). Further investigation is in progress,” police said.
