No parking spaces for private vehicle owners on tourist belt

I write in utter frustration at the parking problem created firstly by the over subscription of taxi licences and the absolute thoughtlessness and greed of those who drive these vehicles.   
The problem is that there are no parking spaces for private vehicle owners or those wishing to do business in the tourist belt. 
All the spaces are taken up by “hibernating” taxis. The taxis are parked day and night and very often take up the space of two vehicles while the driver goes home on a scooter. He then uses his scooter to keep the space for his return. Surely it would not be beyond the wit of man to introduce a rule that states “any taxi parked on the main road must be on duty, and a driver present at all times” this situation is obviously set to worsen and so something really needs doing about this matter. 
Obviously, I accept that there are some good taxi drivers out there whom I would not wish to offend but can someone please do something about this problem?
