During the meeting, residents raised objections to surveys being conducted in Davorlim, Aquem Baixo, and Navelim for potential inclusion under the PDA. Members said the move could impact the village’s identity, land rights, and local governance. Earlier, the Navelim gram sabha had also passed a resolution rejecting the proposal, reflecting growing resistance across villages to urban expansion plans.
