PANJIM: The BJP-led coalition government is likely to introduce a major administrative reform that will prevent various posts from getting lapsed and save the time required to revive them.
To ensure this, the government is considering a special empowered committee, under the chairmanship of Chief Minister Manohar Parrikar, which is likely to be formed in the coming days.
The committee is likely to draft the policy to regularise all contractual workers in the government sector in two months, post which no new contractual appointments will be undertaken except in the case of child care leave, maternity leave and other short term temporary leaves.
The government is also considering categorising posts as core and non-core in every department, wherein core posts will not be allowed to lapse. These posts will comprise of top ranks such as deputy collector, awal karkun, mamlatdar, excise inspectors, RTO inspectors, DySp, SP among others.
On the other hand, if this plan is finalised, non-core posts consisting of UDC, LDC, peon, etc, will lapse if they are not filled within two years.
The likely plan in the first phase will focus on around 18 major departments that include Health, Power, PWD, Transport and Home. The committee intends to sort out the recruitment issue of the government within 100 days of its formation.
“The biggest problem the government faces today is that every post gets lapsed if it not filled within two years or no salary is drawn towards it within two years of its creation. This is one of the biggest lacunae in the government,” a highly placed source said.
“Delay due to various issues like election code of conduct leads to lapsing of post forcing the government to re-advertise, going through the entire process all over again,” the source added.
In a bid to make the recruitment process hassle free, the four-member empowered committee under the Chief Minister will be constituted, having the powers of the cabinet. The committee will comprise of Secretaries of Finance, Personnel and Department of Administrative Reforms (ARD).
The government will also constitute a three member sub-committee consisting of Joint Secretaries of Finance, Personnel and ARD, which will meet with the heads of the department and list out the core and non-core posts. The list will then be recommended to the empowered committee, which will take a final decision.
“The decision of the empowered committee will be final. The committee will have powers of that of the Cabinet. This will hasten the recruitment process. There will be no moving of files from one table to another. The sub-committee will identify the posts and empowered committee will decide upon it,” sources said.
