Panaji, June 24: The Goa Human Rights Commission (GHRC) has adjourned the hearing in the ongoing smart meter matter to July 15 after taking on record a submission from the Amicus Curiae, Advocate Abhijit Gosavi, who informed the Commission that he would submit a comprehensive report within the next two weeks.
During the hearing, Advocate Elvis Gomes, representing intervenors Darryl D’Souza and Amarnath Gaonkar, confirmed that the Electricity Department had filed its official reply in the case. He stated that a copy of the response had been furnished to the intervenors and that their legal team would examine the contents before filing a rejoinder through the Amicus Curiae.

The smart meter rollout continues to face opposition from sections of the public. Intervenor Amarnath Gaonkar appealed to the Chief Minister to completely withdraw the smart meter project as well as the proposed load-based billing system for domestic consumers. Gaonkar argued that the measures could place an additional financial burden on households already coping with rising living costs and inflation.
Meanwhile, intervenor Darryl D’Souza raised concerns regarding data security and privacy. He alleged that the smart meter rollout is linked to broader digital infrastructure, including 5G technology, and expressed apprehensions about potential risks related to cyber surveillance and data privacy.
The matter is expected to come up for further hearing before the Commission on July 15, by which time the Amicus Curiae’s report is expected to be submitted for consideration.
The smart meter issue has generated considerable public debate in Goa, with supporters highlighting technological benefits and opponents raising concerns over costs, privacy and consumer rights.
