GFG President Kennedy Afonso told the media that the purpose behind the convention is to explain to the people on the formation of village advisory councils, to facilitate constitution of the ward development panels and to put in place the village development plans in every village panchayat, to ensure that Goa may have district development plan in place, which has not HAPPENED for the last ten years.
