The high-level committee investigating the alleged Goa University exam paper leak has officially submitted its report to Chief Minister Pramod Sawant, who has forwarded it to the Secretary of Education for further action. Speaking at the inauguration of the renovated Goa Staff Selection Commission office in Patto, Panaji, Sawant stated, “The fact-finding committee on the Goa University paper leak has submitted its report to me, and the same has been forwarded to the Secretary of Education for necessary action.”
Controversy, Legal Action, and Next Steps
The probe stems from a months-long controversy over the suspension of Assistant Professor Dr. Pranav Naik from the School of Physical & Applied Sciences. Dr. Naik is accused of leaking a Physics exam paper to help a particular student, triggering protests and demands for strict action by student bodies including the NSUI and ABVP.

Goa University had formed a fact-finding committee, which later led to a police complaint being filed at Agassaim police station. According to the FIR, Dr. Naik allegedly used duplicate keys to access faculty cabins and unlawfully distributed exam papers. He faces criminal charges under various sections of the Bharatiya Nyaya Sanhita, including forgery, trespassing, housebreaking, and cheating. He remains suspended pending legal proceedings.
In parallel, the State government constituted a high-level inquiry committee led by retired High Court judge RMS Khandeparkar, with members including former DIG Bosco George, ex-Goa University registrar Radhika Nayak, and law professor MRK Prasad.
Goa University has confirmed that the findings will be presented before its Executive Council, which functions as the university’s disciplinary authority. The Council will decide on further action based on the report’s recommendations. Disciplinary proceedings are anticipated.
