PANJIM: In a bid to streamline and reduce the time taken for obtaining conversion sanads from the Town and Country Planning (TCP) Department, the State government is considering simplifying the procedure wherein the suo-moto no objection certificate (NOC) for conversion of use of land could be issued along with the Technical Clearance (TC) for the project.
On an average 18,000 TCs or development permissions are issued annually by Town and Country Planning department. Around 80 per cent of the applications are for conversion of use of land. Each Planning and Development Authority (PDA) issues 1500 TCs monthly. The applicant following the issuance of the Technical Clearance has to again apply for a conversion sanad through various departments including Town and Country Planning, Collector, Mamlatdar, Survey, etc, which is time consuming.
“The process of conversion of use of land involving several departments has been taking considerable time. The cumbersome process has put the citizens into hardships and consumes valuable time,” the government proposal reads.
The government has mooted a proposal wherein TCP could issue suo-moto NOC for conversion of use of land at the time of issuing the Technical Clearance. “The notification in this regard is expected to come shortly,” sources said.
With this, the deputy collector need not refer the conversion application to Town and Country Planning department again. “The Revenue Department at its level has also initiated the process to streamline the procedure for obtaining the conversion sanad,” sources said.
The government through Town and Country Planning department will also issue a circular to all branch offices and PDAs to generate a conversion NOC or report for the projects for which Technical Clearances have been issued by the department.
The government noted that when an application for TC and conversion of use of land is received at different times, Town and Country Planning department undertakes the same process twice for verification of documents, inspection of site, first while issuing NOC for conversion and again while issuing the Technical Clearance .
