PANJIM: The State government will soon invite fresh bids for construction of 5000-seater world-class Convention Centre at Dona Paula after it terminated the bid of the earlier bidder the DCS Energy Limited allegedly for forgery and cheating.
It is learnt that the Public-Private Partnership (PPP) department found that the bidder DCS Energy Limited allegedly sold 60 per cent of the stake in new special purpose vehicle (SPV) to a third party for Rs 500 crore when it was not permissible.
After the bank guarantee of Rs 16.22 furnished by the bidder was found to be fake, the PPP department filed a complaint before the Crime Branch, who registered a case against DCS Energy Limited director Dipak Shah and another person.
In April last year the State Cabinet had approved a proposal to construct an international Convention Centre on public-private partnership (PPP) basis at Dona Paula plateau. The concessionaire will have to comply three mandatory facilities such as construction of a 5000-seater Convention Centre, 300 keys hotel of four-star and above category and four-screen multiplex having 800 seating capacity. The 300 rooms hotel and the four-screen multiplex will be built adjacent to the Convention Centre.
The estimated project cost is Rs 540 crore and it will be constructed on Design-Build-Finance-Operate-and-Transfer (DBFOT) basis with a concession period of 60 years. The government will allot land to the concessionaire, who will build the project and share revenue with the government till the 60-year concession period ends. At the end of the concession period the entire facility will be transferred to the State government.
