PANJIM: Goa State Pollution Control Board (GSPCB) has directed all 13 municipalities to prepare special action plans and by-laws for segregation, transportation and disposal of municipal solid waste. The urban bodies have also been asked to identify land for construction of scientific landfills before May end.
The directions are being issued following a National Green Tribunal (NGT) order directing all State Pollution Control Boards across the country to initiate appropriate steps to implement the solid waste management (SWM) Rules 2016, which aim at ensuing proper collection, segregation and disposal of solid waste.
As per the reply submitted to the Central Pollution Control Board (CPCB) listing out the steps initiated by it towards implementation of NGT order, GSPCB said that it has drafted an action plan with the deadline set for completion of the same being latest by September 2017.
“Implementation of 100 per cent segregated waste collection, door-to-door collection of wet waste daily and dry waste on specific day will be met up by 30th May across all municipalities. Also by May 30, primary storage facilities would be put in place either through municipal funds or CSR,” the report stated.
GSPCB said that by September 30, it aims to achieve cent per cent management of segregated waste, sorting and bailing of dry waste and composting of biodegradable waste by upgrading the existing facilities.
“Every municipality is directed to prepare action plan and by-laws in accordance with SWM Rules, 2016 and implement in a time bound manner. Also they are being asked to identify land and submit proposal for construction of scientific landfill. The tender for the same will be floated by July,” it added.
The Board proposes to levy user charges as per waste generators for sustainability of MSW practices.
The Board also informed that considering that over 26 lakh tourists visit Goa every year, there is need for special segregation and collection facility at touristic places.
