PANJIM: The High Court of Bombay at Goa on Friday cleared the decks for organising Sunburn electronic dance music (EDM) festival at Dhargalim from December 28 to 30 with certain conditions and some interim arrangements.

Refraining from staying the festival as prayed by the petitioners Bharat Bagkar and others, the Court has asked the State government and the organisers to ensure that related rules are not violated during the three- day event.
Advocate General Devidas Pangam said that as far as noise pollution and traffic is concerned, the government authorities are supposed to take all precautions. The top government officials will be present at the site throughout the event and traffic police will monitor the traffic arrangements.
The organisers have also been asked to take precautions as per the earlier directions of the Court and also to comply with several guidelines of the government.
The Court will further hear the matter after the conclusion of the event to find out whether there were any breaches or there is anything that required to be improved and if any action is required.
When queried about the resolution passed by the Dhargalim gram sabha opposing the organising of the EDM festival, AG Pangam said that gram sabha does not have inherent powers and such decisions need to be exercised by the elected village panchayat body. This was also argued with earlier judgments before the High Court, he said.
