PANJIM: Goa Forward has filed a complaint with the Lokayukta challenging the appointment of a contractor for providing various services for the International Film Festival of India (IFFI) 2016.
The complaint filed on Tuesday alleges that Entertainment Society of Goa (ESG), the nodal agency to host IFFI, has awarded contracts to the company despite it being the highest bidder. The complaint said ESG has violated basic norms of the bidding process just as was done last year.
The appointment of vendor for availing artistic services for ideation/conceptualisation, creation, designing, fabrication, supply erection/installation and other allied activities for IFFI 2016 has been awarded to TGL India Private Limited at a cost of Rs 6.5 crore.
“The same works were awarded for almost Rs 3.95 crore for IFFI 2015. In the worst case scenario an escalation of 15 percent amounting to nearly Rs 60 lakh could be accepted while awarding tender for IFFI 2016, however, the tender has been awarded for an amount of Rs 6.5 crore which is nearly Rs 2.6 crore more than IFFI 2015,” Durgadas Kamat, who filed the complaint, said.
Kamat has pleaded that the Lokayukta investigate the alleged illegalities, hold an inquiry, scrap the tendering process and order fresh tendering.
He has also pleaded that the Lokayukta, by way of temporary injunction, stay the operation of tender and start a fresh tender process. The complaint also states that, TLG India Pvt Ltd does not have any past experience.
