India and Russia have operationalised the Indo-Russian Reciprocal Exchange of Logistics Agreement (RELOS), enabling both nations to access each other’s military infrastructure, including army bases, ports, and air bases, and to station up to 3,000 military personnel on each other’s territory.
The agreement, signed between New Delhi and Moscow in February 2025, is aimed at strengthening defence cooperation and enhancing logistical support between the two long-standing allies. Under the pact, both sides have agreed to deploy up to five warships, ten fighter aircraft, and 3,000 troops in each other’s regions. According to reports by Sputnik, the agreement will remain valid for five years, with provisions for extension.
The RELOS pact significantly expands India’s strategic reach, particularly into the Arctic region, which is rapidly emerging as a key global maritime zone amid increasing activity by major powers.
As part of the agreement, India will gain access to key Russian ports, including Murmansk and Severomorsk, both of which hold strategic importance in the Arctic maritime corridor.
The development marks a major step in deepening defence ties between India and Russia, reinforcing their partnership in an evolving global security landscape.
