PANJIM: Vigilance Department has requested Department of Urban Development to conduct an independent inquiry into a complaint of illegal conversion of land.
Shirish Kamat, a civil engineer, had approached various agencies seeking action into the matter. In one of his complaints with the Vigilance Department, Kamat stated that during investigation into wet lands it was noticed that a person knowingly purchased a recreational zone with additional conditions that he shall execute the construction of buildings if he gets change in zone or even otherwise.

“Final report done for ODP 2011/2016 by the department of South Goa Planning and Development Authority has in it mentioned and reported for Chalta no 5 and 7 of PTS no 247 of Margao that the Sub Committee clearly did not recommend the change of zone from Agricultural A1/A2 zone to any other zone citing that the said land is shown as open space in notified plan. The Authority has also given its decision for change of zone request from A1 A2 Agricultural zone to any other zone as Not Recommended. The survey plan obtained in November 2019 indicates the said land is a “rice field,” he stated.
“It is universally known that no Agricultural zone land can be converted directly into Commercial zone which is shown to be done in this case in spite of decision of Authority for ODP 2016 as not recommended for change of zone. The same is therefore “error apparent” on face of record,” he further said claiming corruption and involvement of government officials in it.
“It is surprising that the CO of MMC Siddhivinayak Naik issued part occupancy on a conditional completion order,” the complaint further added.
Based on the allegations, detailed complaint do which is submitted to the authorities, the Vigilance Department has appointed Deputy Director of Urban Development Deepesh Priolkar to inquire into the complaint besides conducting site inspection, and submit report by February 27.
The complaint is also submitted to SGPDA among other departments.
