VELSAO: There was a massive confrontation between the people of Primeiro Vaddo, Velsao and RVNL which initially came with a small police force of 4 Goa Police officers. By 9:30 am the RVNL works came to a halt after the villagers put themselves as human shields to sheild their ancestral land from the encroachment by RVNL.
More police personnel were requisitioned from Vasco and Verna

Things really heated up as the RVNL started their heavy machinery and attempted to break through the villagers
Cops intervened and the villagers moved aside in a ploy to engage them in discussions and the heavy earth moving machinery stopped right in front of Oriville Rodrigues and 2 PSIs
Rodrigues refused to budge an inch, in the interim the villagers were refused entry into their own homes!!!
Rodrigues spoke to PI Melson and informed him that the matter was sub judice as villagers have moved the District Court, Margão as advised by the ISLR, since the villagers were demanding him to issue a stop work order which is not his mandate.
Thereafter the PI asked the RVNL official Sateesh whether the Railways have Title documents. The RVNL official replied in the negative. That clinched it.
There after LOP intervened over the phone and also discussed with the PI. Thereafter the heavy machinery was withdrawn, and the police too dispersed, around 1:30 pm
