Retd Justice Ferdino Rebello Backs Protest Against Proposed 2,000-Capacity Casino Ship in Mandovi

Retired High Court judge Ferdino Rebello has extended strong support to citizens opposing the proposed induction of a 2,000-capacity casino ship in the Mandovi river, raising serious legal, environmental and moral concerns over the project.

Addressing activists and concerned residents, Justice Rebello questioned the legality of permitting such a large casino vessel under the provisions of the Ports Act and the Inland Vessels Act. He sought clarity on whether the mandatory licences and statutory permissions have been granted and demanded that authorities place all relevant documents in the public domain.

He said citizens have every right to know under which legal framework the proposed casino ship is being allowed and whether due process has been followed. According to Rebello, transparency is essential in a matter that has far-reaching implications for the environment, public safety and social well-being.

The former judge also flagged the environmental impact of operating a massive casino vessel on the Mandovi River, warning that increased river traffic, waste generation and potential pollution could further degrade the fragile ecosystem.

Beyond legal and ecological aspects, Justice Rebello raised moral and social concerns, stating that large-scale casino operations contribute to addiction, financial distress and social problems, and therefore deserve serious reconsideration.

Reiterating his solidarity with the anti-casino movement, Rebello assured citizens of his full support in their efforts to oppose the project and said the fight against unregulated expansion of gambling activities must continue in the larger public interest.
