The South Goa District Magistrate has issued a comprehensive ban on all forms of road-digging and road-shoulder cutting across the district in preparation for Prime Minister Narendra Modi’s visit on November 28. The order aims to prevent any disruption to essential services and ensure smooth VVIP movement.
Government departments and agencies currently carrying out digging or road-cutting activities have been directed to fully restore all affected roads to their original condition by November 26. Authorities warned that any such excavation by agencies—including the PWD, Electricity Department, Water Department, SIDCGL, GSIDC, and National Highways—poses a risk of damaging BSNL underground cables, potentially leading to telecom outages during the high-profile visit.

All police officers of the rank of PI and above have been instructed to enforce the ban strictly. Any individual or agency found violating the order will face action under Section 223 of BNSS 2023. Additionally, Deputy Collectors and SDMs across South Goa have been empowered to file FIRs against offenders.
The order will remain in effect from November 25 to November 28, 2025, ensuring that all necessary precautions are in place ahead of the Prime Minister’s arrival.
