“According to the information provided by the Council, there was no resolution was taken prior to the tendering of the desilting works, and neither does the chairperson and chief officer have the powers to tender works of that magnitude without the sanction of the Council”, Coutinho said.

“We feel ashamed over the functioning of this Council.  First, fake estimates are prepared with imaginary quantities, and each work has the same estimated cost of Rs 3,41,999.50. Thereafter they go about tendering these fake works, and now to cover up their misdeeds, they take an ex-post facto resolution granting approval to this fraud”, Coutinho charged.

“The Shadow Council for Margao  will definitely take up this fraud to a logical conclusion.  Suo moto cognizance has already been taken by the Lokayukta in the tender controversy as these types of cover-ups will not be able to hoodwink the anti-corruption Ombudsman”, Coutinho warned.
