Silveira, Halarnkar resign as Parliamentary Secretaries

PANJIM, FEB 18 San Andre MLA Francis Silveira (Congress) and Tivim MLA Nilkant Halarnkar resigned as Parliamentary Secretaries today in view of the High Court quashing their appointments last month.

San Andre MLA Francis Silveira (Congress) and Tivim MLA Nilkant Halarnkar resigned as Parliamentary Secretaries today in view of the High Court quashing their appointments last month.
It may be recalled that on January 22,  the Bombay High at Goa quashed and set aside the June 2007 appointments by the Digambar Kamat government of the two MLAs as parliamentary secretaries while holding the appointments as arbitrary, unjustifiable and unconstitutional.
Delivering the landmark 108 page judgment on the Public Interest Litigation (PIL) filed by social activist Adv Aires Rodrigues, the Bombay High Court Chief Justice Swatanter Kumar and Justice Nelson A Britto however at the request of Advocate General Mr. Subodh Kantak stayed the order for four weeks to enable the Government move the Supreme Court.
Adv Aires Rodrigues has already filed a caveat before the Supreme Court praying that no appeal filed by the Goa Government challenging the High Court order on the parliamentary Secretaries be entertained without he being heard.
By the week-end, their positions would have ceased to exist as the four-week stay granted by the court, expires in another three days.
