PANJIM: The Goa Parivartan Manch (GPM) called on Governor B V Wanchoo and demanded to press for an amendment to the Town and Country Planning Act to incorporate the 73rd and 74th constitutional amendments in it.
Reiterating a demand they had made at a press conference on Saturday, the Manch has said that since the TCP Act was drafted in 1974, and the amendments to the Constitution came only in 1992, the act needed to be amended to make it in sync with the Constitution.
Currently the TCP Act does not mandate that people’s views be taken into consideration before drawing up a regional plan, this provision should be included, the GPM has demanded.
“Since the Town and Country Planning Act came to be enacted in 1974, i.e. much prior to the enactment of the 73rd and 74th Amendment to the Constitution of India, it does not contain the participatory planning process and does not give due recognition to panchayats, municipalities and local self governing bodies in the manner envisaged in the constitutional amendments,” the memorandum reads.
The delegation said that the governor assured that he would look into the matter.
