PANJIM: The Comptroller Auditor General (CAG) has pulled up Industrial Development Corporation (IDC) for failing to initiate action against its 15 employees, who have illegally acquired plots in the industrial estates, despite recommendation of cancellation of plots and disciplinary action.
The CAG in its report 2014-15 tabled on the Floor of the House has exposed that 17 employees have acquired nearly 42 plots admeasuring total area of 56,550 sq mtrs of land from 2001-2012 in their name and in the name of their family members.
“Two of the 17 employees who had obtained the plots in their or relatives names were working in Estate Division since 1997 and were directly involved n the allotment process. These employees were still working in the division although the management was fully aware of the fact,” CAG noted.
The service was one of the employee was terminated in November 2013 and another was placed under suspension. However, in respect of 15 others no action was taken” it noted.
“Prior to the year 2001, the delegation of powers to allot plots of any size vested with the Board. From 2001-2012, the chairman was delegated the powers to allot plots of 10,000 sq mtrs and below. It was noticed that 42 out of 46 plots were allotted to these employees during the period 2001-12,” the reported stated.
CAG pointed out that the matter was deliberated in Board’s meeting in June and August 2012 and it was decided not to initiate disciplinary action against these employees who surrender their plots on or before August 2012.
In November 2012, Corporation constituted a sub-committee to examine and submit a report on the issue and the report was submitted in April 2014 recommending cancellation of plot allotments and invocation of disciplinary action against the employees. “However, till date, no action has been contemplated by the Corporation” CAG said.
