Garbage dumped close to houses

I deally the garbage dumping sites, where the garbage bins are placed should be far away from residential areas.
But this dumping site, where several garbage bins have been placed by the civic body at Mangor Hill along the road leading to Driver Hill, is very close to the residential area. 
People from the surrounding areas dump garbage into these bins every day. The garbage bins are seen overflowing and many a time stray cattle and stray dogs are seen feeding on the garbage by overturning the bins. 
Several children are seen playing outside their homes located close to this dumping site. The residents in the area have to bear with the foul smell emitting from the garbage. This can have an adverse effect on the people living here, specially, children and elderly people. 
The area has also become a breeding site for mosquitoes. During the rains the garbage flows onto the road and the surrounding area. 
The municipality needs to shift this dumping site and the garbage bins to another location far away from residential area as it is a health hazard.
